Renting on Tô Ngọc Vân: the street where Hanoi’s foreign community actually lives

Six hundred metres that hold most of Tây Hồ’s foreign life

Tô Ngọc Vân is short. It runs a little over six hundred metres from Xuân Diệu into the old village of Quảng Bá, and it has carried the painter’s name since 1995. Almost everything people mean by living in Tây Hồ happens along that stretch and in the numbered lanes running off it.

What is genuinely on your doorstep

Vietnamese press calls it “phố Tây”, the foreigners’ street, and the description is earned rather than marketing. The Belarusian and Egyptian embassies sit within twenty-five metres of the road. So do Chabad of Hanoi, the London College for Design and Fashion, and a run of restaurants that reads like nowhere else in the city: Cugini for Italian, Daluva, The Kneipe, Osihi for Japanese, Joma Bakery Cafe, Fur Brew, Coffee Roaster 60. There is a WinMart on the street itself and a Circle K seventeen metres off it.

The two schools that are actually here, and the ones that are not

If you are moving with children, be careful which schools you are told are nearby. Morning Star International kindergarten is 39 metres from the road and Horizon Bilingual is 121 metres. Hanoi International School and UNIS Hanoi are frequently listed for this street and are not near it. UNIS is inside Ciputra on Lạc Long Quân, several kilometres north-west. Ask for the actual door-to-door time before you sign.

Noise: live music lanes, dogs and roosters

On noise, be realistic. Lane 52 off Tô Ngọc Vân has hosted live music nights that run from nine until midnight, and the people who go describe police arriving after twelve. Tây Hồ residents also report a texture of noise that surprises new arrivals: one described dogs barking together on and off all day and roosters crowing at all hours, adding that “roosters crowing at dawn is a misnomer”. None of that is a reason to avoid the street. It is a reason to view a flat in the evening rather than at eleven on a Tuesday morning.

Upgrades around West Lake, 2026 to 2030

Hanoi has approved an upgrade programme for the Tây Hồ ward, which covers the West Lake area. Fifty projects are listed for 2026 to 2030, across more than 96 hectares, and 46 of them are publicly funded. They range from roads and schools to parks and improvements to the lake environment. The largest single project is the new Tứ Liên Bridge. Several lakeside streets are named, including Đặng Thai Mai.

The 2026 to 2030 window applies to the programme as a whole. Timings for individual projects are not published, so no one can honestly say which month a given street will be finished, and we will not guess.
